Reports: Ex-East Haven Police Officer Put Under House Arrest

David Cari, one of four East Haven Police officers indicted for federal civil rights violations, was placed under house arrest after he was charged with illegally hunting deer and trespassing earlier this month, according to news reports.

David Cari, one of four East Haven Police officers indicted for alleged federal civil rights violations, was ordered back under house arrest and into his mother's custody after he was charged with illegally hunting deer and trespassing on Regional Water Authority property near the Lake Saltonstall Reservoir, according to various news reports.

Cari, who is out on bail as he awaits trial in the federal case, was arrested by state police after the RWA obtained a warrant for his arrest on Jan. 17.

The New Haven Register reported that during Thursday's hearing before the court, Judge Holly Fitzsimmons found the retired police officer's recent arrest violated the terms of his release: he was not allowed to possess a firearm or dangerous weapon, and he could not be arrested again.

Because of this, Fitzsimmons ruled that Cari now must wear an electronic monitoring bracelet and live at his mother’s home. And he must also receive the court's permission before he is permitted to leave his mother's home.

In addition, Cari has been ordered to undergo a mental health evaluation, and a sweep of his current home and review of his financial records will be conducted by federal probation officers, according to a Hartford Courant report.

Cari had turned over three shotguns, seven pistols and five rifles when he was initially arrested by federal authorities in January 2011.

He is scheduled to appear in court on Jan. 30 on the illegal hunting and trespassing charges.

What happened to innocent until proven guilty? I love how people who can "prejudge" someone after only hearing oneside of a story. This is why "prejudicial" people like you are not qualified to be a judge. We might as well dismantle the judicial system and hold all trials via the media.

As a side note, as far as I know (correct me if I'm wrong), the RWA does NOT allow any dogs on their Santonstall property. So in addition to the alleged hunting/trespassing violations by Cari and the other unidentified male, the dog walker himself might have been in the wrong. Just saying...
